The Story of Clalit Health Services
The story of Clalit Health Services began in 1911 with a group of 150 immigrant workers who
joined together to form a mutual aid health care association. In those years, Israel’s pioneers faced neglected, swamp-infested land lacking water and other vital resources. They knew that to help themselves they had to help each other. With this aim in mind they voluntarily set aside a portion of their wages, according to income, for the medical treatment of the sick. And so Clalit (known then as Kupat Holim Clalit) came into being, establishing an impressive history of cooperation and service
With the establishment of the State of Israel in 1948, Clalit was called upon to fill one of the most important missions in its history: the restructuring of its health care system to provide for the huge wave of new immigrants. Through its intense efforts, it made a decisive contribution to the fledgling nation by ensuring the health of its citizens in times of war and in times of peace. The Clalit clinics quickly became a landmark in every neighborhood of the country where the residents could find care and healing
Clalit has since developed into the major health organization in Israel, and one of the most progressive public health associations in the world. Proudly, humanitarian tenets still remain the cornerstone of its philosophy and practice. Through its 14 hospitals and more than 1200 primary and specialized clinics, Clalit provides comprehensive health insurance and highly advanced medical care to the majority of Israel’s population. It is also the only health fund with a countrywide network of state-of-the-art pharmacies, dental clinics, laboratories, diagnostic imaging and specialist centers
Family doctors and hospital specialists cooperate to provide a broad medical-social perspective for the care of the individual, the family and the community. Clalit has some 3.8 million insured members from every ethnic group and every walk of life in Israel
The health care system in Israel was established by Clalit, a non-governmental, non-profit organization. It has initiated, defined and set the health standards for the entire country for some 90 years. Israel’s high standing in the Western world of medicine is attributable to Clalit’s vision, commitment and expertise
In January, 1995, in an effort to set health care on a more economically sound path, a national health insurance law went into effect, creating a compulsory health care system based on four service providers. The largest is Clalit, which covers some 60% of the population. Every member pays in proportion to his or her income, and each is entitled to the same quality and range of medical services.

It plans, builds, owns and operates its own modern health care facilities, and also leases clinic space in centrally located places such as shopping malls, on a long term basis. It employs as salaried personnel the nurses and doctors, teachers, researchers and administrators who staff its hospitals and clinics, including 7,500 physicians, 11,500 nurses, 1,300 pharmacists, 4,400 paramedics and laboratory/imaging technicians and 9,400 administrative personnel
Clalit has adopted a decentralized form of organization, in which the country is divided into 8 districts. Each district has wide scope of independence in decision-making. The districts vary in size from some 340,000 members to over 600,000 members, and are responsible for a varying number of clinics, ranging from 60 to more than 180. Budgeting is based on a capitation system.
Each district is headed by an executive board. Day-to-day supervision of the services provided in the clinics is assigned to smaller regional offices
Clalit is the only health organization that has an extensive network of hospitals throughout the country. Clalit maintains a total of 14 general and special care hospitals, which include two psychiatric hospitals, each with ambulatory as well as in-patient care, a full care rehabilitation hospital, and two long-term care hospitals with rehabilitation and nursing facilities for the chronically ill and the aged. Members may be hospitalized either at one of Clalit’s eight general hospitals or at a government or public hospital for whose services Clalit pays in full. Members are also entitled to hospital services not included in the Health Ministry basket through Clalit complementary insurance, available at low cost fees. All Clalit hospitals are university affiliate
Clalit’s interest in specialized medical care for children led to the establishment of one of its most outstanding and unique facilities, the Schneider Children’s Medical Center of Israel (SCMCI), an advanced 224-bed tertiary facility.
In the long-term interest of the entire population, Clalit conducts clinical, biomedical and social science research in its own facilities, or in cooperation with Israel’s universities and scientific institutions. The Basil and Gerald Felsenstein Medical Research Center provides a complete support environment dedicated to applied medical research.
Clalit advances the interests of the community and the nation through its health education programs and its popular home medical publication which reaches a large audience. Its advanced medical delivery concepts and innovative programs for healthy living for all ages impact on the entire health scene in Israel.
Clalit assists in the absorption of new immigrants, and, in time of war and other crises, it puts its facilities at the disposal of the entire population, assigning doctors and nurses to air raid shelters and turning civilian hospitals over to emergency needs.
Clalit also sends its doctors as well as medical supplies to many countries of the world in times of earthquakes, droughts and other natural disasters.
Clalit has changed the face of medicine and the health care system in Israel by implementing high-tech computer systems in all areas of its activities. It has invested intensively in providing sophisticated services for the benefit of its members, including computerized on-line personal medical records and fax transmission of diagnostic test results to physicians and patients.
In one of its major steps forward, Clalit has established throughout its network an innovative telemedicine program for the transfer of electronic medical data. The program enables patients, in coordination with their family physicians, to consult with specialists in every area of the country, and to benefit from the most timely, quality medical diagnoses and treatment recommendations, ensuring that every geographical location in Israel has access to the finest medical care possible.

Primary Care Clinics
Medical care is delivered to Clalit members in over 1350 clinics and regional health centers
throughout the country
Clalit health care starts close to home with its countrywide network of primary clinics located in cities, towns, and rural communities. Almost every neighborhood, every settlement in Israel has a Clalit primary health care clinic, the basis and keystone of its integrated approach
Although the clinics vary greatly in size and architecture in the varied neighborhoods and publics they serve, each adjusts to and serves its own community. The primary clinics are also one of the first places new immigrants visit, and provide an important link to the new environment. Above, all, each primary clinic has the same standard of excellence
The family doctor is at the center of Clalit’s primary health care system, where emphasis is placed on a comprehensive concept and staff teamwork. The family medicine team includes registered nurses with a specialty in community health, and other related medical and paramedical professionals
Through the family medicine program, the individual is treated within the context of his family and community. Health education, preventive medicine, screening, post-hospital and home care are integral parts of the program. Patients can decide whether to see the family doctor at the Clalit clinic or to register with an independent practitioner affiliated with Clalit.
When needed, patients are referred to specialists by their family practitioner, although they also may apply directly to specialists for consultation relating to medical specialties such as obstetrics, gynecology, dermatology and ophthalmology
All primary clinics work on a telephone appointment system, eliminating the need to spend long hours in the waiting room, and allowing the doctor the necessary time for each visit
The pleasantly decorated clinic facilities are generally comprised of doctor/nurse units, waiting areas and administrative/reception areas. In most clinics there are pediatric units, many of which have play areas for the children, well-baby units, consultation rooms for specialists, and small laboratories.
All the primary care/family medicine clinics have access to large clinical laboratories, imaging and other diagnostic facilities, which include some 80 clinical laboratories and about 35 separate radiology facilities, as well as computerized diagnostic equipment at a number of central laboratories.
Clalit is proud of its modern, advanced clinics, which also serve as centers of health activities for community residents with evening seminars, lectures and consultations on a wide range of health-related issues
SPECIALTY CARE HEALTH CENTER
Specialty Care Health Centers provide integrated medical treatment for the Clalit members
Multi-specialty health centersare exceptional facilities conveniently located in Israel’s urban areas to serve the populations of the primary health care clinics in the vicinity. At these centers patients can consult ophthalmologists and dermatologists, cardiologists, neurologists, and a wide range of other specialists
Patients with multiple health problems receive the coordinated diagnoses and treatment they require. The most advanced and up-to-date equipment is available to provide a wide range of therapies and diagnostic tests in all of the various medical disciplines. The centers are staffed by highly experienced specialists, most of whom also provide medical care at one of the Clalit hospitals.
In many cases, the services offered at the specialty care health centers lessen the need for members to be hospitalized

Women’s Health Care Centers
Dedicated to the specific health requirements of the woman’s entire life cycle, providing every type of medical care for women in patient-friendly facilities. Ambulatory operating rooms are available for procedures that can be performed without general anesthesia. Ultrasound units and new technology equipment provide advanced diagnostic services.
Pediatric Health Care Centers
These child-oriented clinics provide full pediatric care, including day care units where children can be monitored and observed. The medical staff includes pediatricians and pediatric nurses, as well as pediatric specialists for skin, orthopedic, ENT, surgical, urological, dietetic and psychological care. Pediatric dental hygienists are also available. Most clinics are open continuously from 7:30 in the morning until 8 p.m
Multi-specialty Centers for Adolescents
Staffed by physicians, psychologists, dieticians and gynecologists especially trained in adolescent medicine, and in dealing with meeting their particular emotional and physical needs
Sports Medicine Centers
Where professional as well as amateur sports people can receive have regular and ergometric health examinations and recommendations regarding physical activity capabilities. The specialized staff provides treatment for athletic injuries and disorders, and advice on injury prevention and good health practices for athletes.
Health Centers for Travelers
Appropriate immunizations are given, as well as general and preventive health and nutrition advice regarding travel to various foreign countries. Physical examinations for those returning from developing countries are provided
GENERAL HOSPITALS
Clalit owns and operates eight general hospitals with approximately 4,400 beds – one third of the acute hospital beds in Israel, and a total of over 5,500 beds in all categories. The hospitals, some of which are the largest in Israel, offer a full range of inpatient care provided by highly trained and dedicated physicians, many of international rank and renown
All Clalit hospitals have emergency rooms for casualties and acute illnesses, as well as outpatient departments for consultation and follow-up. They have day care centers, clinical pathology laboratories and imaging departments, which include X-ray, ultrasound, CT and MRI facilities. Many are involved in various aspects of community medicine, including home dialysis and preventive screening
Clalit members are entitled to hospitalization free of charge. In some areas of the country the Clalit hospital is the only hospital, and there it serves the entire population, Clalit members and non-members alike. All Clalit hospitals are affiliated with the medical schools of Israel’s universities, which serve as training centers for the new generation of physicians
Clalit hospitals have long been pioneers in the advancement of organ transplant operations, and serve a major role in the national program for these procedures
Clalit Health Services has a nationwide network of general and specialized hospitals
Rabin Medical Center – Beilinson Campus founded in 1933 in Petach Tikva, near Tel-Aviv, is Clalit’s largest medical complex. This teaching and training hospital has served as a forerunner in Israel in all areas of medical research and patient care. Among its many specialties are open-heart surgery and neurosurgery, as well as heart, liver and kidney transplants
Rabin Medical Center – Golda Campus was founded in Petach Tikva in 1942. Its innovative research and treatment activities include total joint replacement, home dialysis, vascular surgery, and hematology research using electromicroscopic techniques.
Built in 1967 in the hills of Haifa, the Lady Davis Hospital is part of the modern Carmel Medical Center, and provides comprehensive healthcare to the heterogeneous inhabitants of Haifa, its suburbs and points north. It has outstanding Cardiology, Cardiovascular and Thoracic Surgery Departments, and a widely-known Community and Medicine Epidemiology Department
Clalit ‘s oldest hospital is the Ha’Emek Hospital in Afula, established in 1930 and now part of the Ha’Emek Valley Medical Center. It serves the highly diverse population of the Galilee and the Jezreel Valley. It is known especially for the treatment of fertility and reproductive problems. It also serves as the National Center for ECMO technology which gives temporary life support during critical illness.
Meir Hospital was opened as a general hospital in 1962 in Kfar Saba, and is now part of the large Sapir Medical Center. It has a countrywide reputation for its treatment of pulmonary diseases and spinal surgery
Kaplan Medical Center, established in Rehovot in 1953, was for many years the only hospital serving Israel’s southern region. It is known for its expertise in hand surgery. Many of its research projects are conducted jointly with the Weizmann Institute of Science
Opened in 1960 in Beer Sheva as part of the Soroka Medical Center, the Soroka Hospital is the major hospital in the Negev region. It is committed to an intensive and innovative program of community medicine. The hospital serves as the nucleus of the Ben Gurion University Faculty of Health Sciences, which is a joint enterprise of Clalit and the university
Yoseftal Hospital, opened in Eilat in 1968 and part of the Yoseftal Medical Center, is Israel’s southernmost hospital. It provides a number of services particularly geared to the Red Sea region, including a hyperbaric chamber for the treatment of diving accidents, and kidney dialysis facilities that are available to vacationing tourists as well as to local residents
SCHNEIDER CHILDREN’S MEDICAL CENTER OF ISRAEL
Clalit knows that children are our future, and ensures their well-being in the most modern and
advanced facilities
In recent years Clalit has made marked advances in providing special care and unique facilities for the medical treatment of children and adolescents, the major achievement being the 224-bed Schneider Children’s Medical Center of Israel (SCMCI) located in Petach Tikva
The SCMCI, open to all children in Israel and the Middle East regardless of ethnic origin, is one of the finest institutions of its kind internationally, offering unique medical approaches, humanitarian objectives, and an outstanding medical staff
The SCMCI is the only facility in Israel and the region providing a full range of medical specialties and sub-specialties for infants and children from birth to the age of 18. These specialties include pediatric hematology/oncology, bone marrow, transplantation, organ transplants, ICU and NICU, pediatric surgical sub-specialties, cardiac surgery and catheterization, dialysis, diabetes and endocrinology, pulmonology, and CF, child development and child-life programs and many others.
The planners of this tertiary medical facility understood that the goal of providing the best possible care for children required a building that would be totally child-friendly, with a non-threatening, human environment – soft lights, wall-to-wall carpeting, aquariums and playrooms.
In order to implement its total scheme for children’s health care, Clalit has established a national network of pediatric community health centers, combining primary and specialty pediatric care, including day care, under one roof. A number of these centers are fully affiliated with the SCMCI, and staff consultations and medical exchanges are regularly conducted.
REHABILITATION
The aim is to enable the handicapped and disabled to function at the highest possible level of physical, economic,social and emotional self-sufficiency
Clalit’s largest and most inclusive rehabilitation hospital is the Loewenstein Hospital
Rehabilitation Center in Ra’anana, recognized internationally as well as nationally for its outstanding achievements. It has 240 beds for short and long-term hospital care, a large number of specialized outpatient clinics, a general day care hospital, a pediatric day care unit and a traumatic brain injury day care unit. In line with its efforts to help patients integrate into their homes, communities, and places of work, the center also coordinates vocational training and psycho-social assistance
The work of the Loewenstein Hospital Rehabilitation Center encompasses evaluation and rehabilitation of locomotor, cognitive and communication disorders. It serves as a national referral center for the rehabilitation of brain-injured patients
The center also takes charge of the rehabilitation of a high percentage of Israel’s wounded soldiers, and to better fulfill this responsibility, has researched and developed new techniques and improved prosthetic devices that have come into much wider use. Patients from hospitals in other countries of the world are referred to Loewenstein for care as well
Clalit’s rehabilitation work is also carried out on an ambulatory basis at the district clinics and regional health centers. Highly qualified professionals provide physiotherapy, occupational therapy, and speech and hearing therapy. For senior citizens, rehabilitation is also available at Clalit’s geriatric hospitals, Beit Rivka in Petach Tikva, and Beit Harzfeld in Gedera. Emphasis is placed on training the individual to carry on daily life within the limits prescribed by his or her particular disability.
MENTAL HEALTH
Every health care need is met by Clalit, including providing the finest services to help people deal with the emotional and mental problems of modern life
The past decade has witnessed a significant growth in the demands made on mental health services – and a parallel expansion in Clalit mental health facilities
Treatment for acute mental disorders is available in two psychiatric hospitals – Geha in Petach Tikva, and Shalvata in Hod Hasharon, and in the departments of psychiatric medicine of four Clalit general hospitals
All of these facilities emphasize integrated community care. Along with inpatient wards, the psychiatric hospitals now have day-care units and outpatient clinics. Wherever possible, families are involved in patient treatment, and alternatives are sought for long-term hospitalization. Hospital psychiatrists and psychologists work with the patient ‘s family doctor and with education and welfare authorities
Community and family activities are planned. Sheltered workshops are provided. Separate facilities are available for children and adolescents. At the community level, Clalit operates 15 mental health centers. One of the largest of these, the Tel Aviv
Brull Community Mental Health Center, located in Ramat Chen, is known internationally for its many innovative achievements. Another outstanding facility is the Talbia Community Mental Health Center in Jerusalem, which was recently converted from a psychiatric hospital to a center which more appropriately answers the needs of patients
MEDICAL RESEARCH
Every new finding holds forth the promise of better patient care and enhanced treatment of disease
Clalit has always fostered research activity, and a large number of Clalit scientists, physicians and support staff engage in full-time research, while many others pursue scientific investigations in addition to their clinical work.
Every year hundreds of papers originating in Clalit facilities are published in scientific journals in Israel and abroad. Most of these studies are made possible by outside grants and contributions. In order to assist its researchers, Clalit established a subsidiary for the marketing and advancement of medical discoveries
To further research activity, the Basil and Gerald Felsenstein Medical Research Center (FMRC), dedicated to applied medical research, was established. Its innovative design and construction provide scientists from Israel and abroad with the most modern and efficient facilities in which to conduct their research, including sophisticated laboratories, a 50,000 volume library with computer and audiovisual facilities, a 380-seat auditorium and seminar rooms
The center is administered by the Tel Aviv University Sackler Faculty of Medicine, in cooperation with Clalit
The Clalit national administration also initiates social science research which looks into the workings of Clalit itself: medical economics, the utilization and organization of medical services, and patient attitudes
CARE FOR THE ELDERLY
Improvements in nutrition, living conditions, and medical knowledge, as well as a large influx of
elderly immigrants, have led to an enormous increase in Israel’s aged population
Since the establishment of the State in 1948, the number of Israelis over 65 has grown far more rapidly than any other age group in the country, attended by the various medical and social problems associated with long life
With people living longer than ever, Clalit has focused renewed efforts on providing the most advanced care available for the particular needs of this population group
Geriatric services in the community network are being expanded. Much of the care that had formerly been given by hospitals is now provided in Clalit community clinics, where primary care teams are trained in the special needs of aged members.
Beit Harzfeld (Kaplan-Harzfeld Medical Center) in Gedera and Beit Rivka in Petach Tikva, which were pioneers in the 50’s and 60’s in providing long-term nursing care and rehabilitation, have been modernized and expanded. Acute care given in Clalit’s general hospitals has also been refocused and redefined
Clalit has a number of geriatric day-care centers to meet the needs of the aged both for medical care and social interaction. Here they also have access to physical and occupational therapy and to activities in “daily living” training
PHARMACIES
With more than 3.8 million members, Clalit has the highest number of pharmacies in Israel, and is one of the world’s largest purchasers of medicine
As the health provider for more than 3.8 million people, Clalit maintains an impressive network of pharmaceutical facilities, and plays a vital part in pharmaceutical policy in Israel.
Clalit has established an extensive network of pharmacies throughout the country for dispensing prescription and over-the-counter drugs to its members. More than 370 modern, attractive pharmacies are located nationwide in the various clinics, and each of Clalit’s 14 hospitals has its own large facility to serve patient needs. All Clalit pharmacies use advanced computerized systems for monitoring and ensuring product quality and availability
The Ministry of Health determines which medications are included in the national basket of services, as well as approving the cost to the member, which is normally a small percentage of the actual price. Over-the-counter drugs are sold to members at attractive prices that are lower than the commercial pharmacies
In addition, for the convenience of its members, Clalit has also made arrangements with the country’s large drugstore chains to fill Clalit prescriptions at their pharmacies, many of which are open until late evening.
Clalit stocks some 2,500 drugs and preparations. Medicines are ordered in bulk and distributed in Clalit vehicles. Drugs are conveniently packaged, and special laboratories guarantee quality control
More than 1,300 pharmacists are employed in the community pharmacies and about 150 are employed in the hospitals
OTHER PATHS OF HEALING
Clalit has a large network of alternative medicine clinics offering a diversified range of services
As in many other countries around the world, awareness of and demand for alternative medicine has increased greatly in Israel in the last number of years. In order to meet this demand, and to provide its members with the best and widest ranging possibilities for health care, Clalit has brought together the finest conventional medicine physicians and alternative health care practitioners
The diverse choice of treatments offered include: Chinese medicine, chiropractics, bio-feedback, shiatsu, acupuncture, homeopathy, hypnosis, Bach flower remedies, Feldenkrais system, reflexology, naturopathy, lymphatic massage, and aromatherapy.
Many alternative health care clinics are now located in the major cities and towns, and more are planned for the coming years. All of the clinics are decorated in soft colors enhanced by plants and soothing background music. Treatment rooms have special lighting to add to the calming atmosphere
Since these types of treatment are not included in the national basket of services, members pay pro-rated fees, which for the most part are lower than private alternative treatment, or subsidized rates for those who are enrolled in the complementary insurance program
Dental Care
Members have the opportunity to receive the finest dental services at subsidized costs
Clalit Smile, a total dental health service, was established in 1995 by Clalit as a wholly owned subsidiary in order to help provide for the dental needs of its members. Today there are 230 dental chairs in 70 clinics located throughout the country to serve Clalit members and non-members as well
These modern clinics provide every type of dental service, including preventive care, conservative dentistry and rehabilitation (including dental implants), as well as pediatric dentistry, orthodontics, oral surgery, periodontics, endodontics and aesthetic dentistry. They have the most advanced equipment in the field, in order to ensure the highest level of care
With over 1400 employees, the clinics which operate in two shifts, are conveniently open from early morning until 9 p.m., and a number of the clinics are open until 11 p.m
Since dental insurance is not included in the national health law basket of services, a fee is charged (at reduced cost to members)
Teaching and Training
Rapidly changing medical needs call for a continuousinflux of specialized personnel and frequent retraining of the existing work force
To recruit the required staff and ensure a high level of professional competence, Clalit has undertaken its own teaching and training programs
All Clalit hospitals are affiliated with Israel’s universities and contribute to the training of the country’s doctors and nurses. In conjunction with the Tel Aviv University, Clalit helped establish the Tel Aviv University School of Dentistry, and at the Ben Gurion University of the Negev it helped found the Faculty of Health Sciences, which trains doctors and nurses with an emphasis on family medicine
Clalit operates nursing schools, runs schools for X-ray and other technicians, and conducts courses to help immigrant doctors adjust to medical standards in Israel. Clalit encourages doctors in the community clinics to keep abreast of modern medical developments. Once a week clinic doctors participate in organized continuous medical education (CME)
For every sector of its work force Clalit conducts in-service courses. Clinic and hospital personnel receive instruction in such matters as the staff role in health education and patient counseling. For supervisory personnel there are courses in public relations and managerial skills. Refresher courses help technicians and equipment engineers keep up with developments in their fields
Special training courses are given aimed at physicians, nurses and others involved in the planning and delivery of medical services in developing countries, in cooperation with the Israel Ministry of Foreign Affairs
The courses focus on specific social and medical needs of both urban and rural areas, including courses for operating room nurses, pediatric nurses, health education and preventive and curative medicine

Mor Institute for Medical Data Ltd
The MOR Institute for Medical Data Ltd. is the largest and most well-known medical center of its kind in Israel. It provides not only comprehensive diagnostic services, but also offers advanced medical treatments, such as laser applications for ophthalmological problems. State-of-the-art tests performed by its highly skilled medical staff serve as a basis for early detection as well as for the prevention of disease
The Institute, active since 1974, tests more than 450,000 people annually at its main facilities in Bnei Brak and its 18 nationwide branches
A private limited company, the M0R Institute is a wholly owned subsidiary of Clalit, operating under its supervision. The Institute engages in a wide variety of related activities through its own subsidiaries, including, among others
